Unable to withdraw

GHC gives no access towithdraw, saying the bank account information is wrong. I have to pay 20% margin to modify the information, which is in the name of guaranteening funds safety. I don't, my account will be frozen with 48 hours. It's said thath it is a System Mechanism which comes nowhere.
